Time: Well, it kind of needs to 'have been' early August, but it doesn't need to actually take place then as long as backdating is okay.
About: Submitting a crystal. He wants to try to submit it 'for' someone else. Given that the person in question is aligned with Elios, he may be talking to the wrong Arehtei about it.
How: Either, though Lelouch prefers physical conversations in general.

...and obviously time got very much away from me ;; I'd wanted to thread it out but handwaving at this point is probably best.

Lelouch's logic is as follows: he's been brought here, he's been given an amulet, he knows that some people eventually go home, he's decided that helping the arehtei is likely a method of getting to go home, and he made an appeal to Sosyne with the idea that he could give Suzaku 'credit' for the help he's provided and thereby get Suzaku home sooner.

Again, completely fine with him being 1150% wrong about these conclusions, the only thing important for the CR that came from it was that he'd tried.
