Time: Oz will have tried to get in touch with her shortly after his arrival, so anytime after the intro log--maybe the week of July 10th?
About: He wants to tell her that he's back to stay, apologize for being gone, and check up on her in general. He'd also like to tell her that his world was saved with the power of hope.
How: Either one! He'd prefer to see her in person but telepathy is okay too.
